There are standardized levels and recognized differentiations between a welder's skill and qualification level that separate hobby welders from professional welders who may be qualified in 1 process and 1 position, to those that are fully qualified all-position and process journeyman welders, often called Red Seal Welders, who work under certified and recognized companies. There's a lot of information to unravel.
